What does the "Scale To Fit" toggle do?

By default, distortion effects (from the Color and Effects Editor) that change the size of an image will be centered and cropped within the frame once applied. However, this default value can result in certain effects being cut off. To scale the image so that the entire effect is visible within the frame, there is now a Scale To Fit toggle that will accomplish this once activated. See the image examples below:
